I have the issue addressed on printing the tags. Somehow, I received a top margin on web page one that was non-standard (smaller) than the various other web pages. This was throwing every label off.
I might not find a method of deleting the initial page only, so I reduced and pasted each address in to a brand-new label file. The result was excellent and the top frame on every one of the pages were fine.
